Relations between the researcher and the research administrator hinge on service and education. The researcher often has a great deal of award money to steward, and the research administrator must insure that the costs are consistent, allowable, and allocable. This relationship must begin at the proposal development stage where the research administrator points out current salary, fringe benefits, travel, per diem, and other institutional rates. The helping relationship continues after the award when the research administrator negotiates ambiguities or unacceptable clauses on behalf of the researcher, and insures that budget reallocations, cost transfers, requests for no cost extensions and financial and technical closeouts are accurate and timely. Overall, principal investigators must realize that they are responsible for the money and must interact with the research administrators accordingly. For their part, the research administrators must provide a service outlook rather than that of a policing one. This relationship can be best managed by calling PIs’ attention to institutional policies and procedures governing the research effort.
