Collaborative Project Development

Collaborative research consists of intra and inter- institutional multidisciplinary and interdisciplinary research teams.  The importance of facilitating interdisciplinary research is underscored in the following report.

Committee on Facilitating Interdisciplinary Research, National Academy of Sciences, National Academy of Engineering, Institute of Medicine.  Facilitating Interdisciplinary Research examines current interdisciplinary research efforts and recommends ways to stimulate and support such research.

Consortiums

A Research Consortium is a collaboration of two or more companies, associations, universities or government agencies to conduct research with the objective of developing solutions to a problem or a challenge common to everyone by pooling their resources for achieving a common goal.

Universities will set up industry consortiums around a common research area.  Companies usually join by paying a membership fee.  Results of the research are shared with the consortium member companies.

Costing and Pricing

The approach to costing and pricing typically depends on the national system, and the type of customer.

A number of countries are moving to, or considering, a form of full economic costing, to recognise the elements of costs incurred.

Much research is undertaken in a regulated environment, in which the customer stipulates the costing basis, and where the price is linked formulaically to the cost.  Government departments and agencies, plus charities and foundations typically fall into this category.

Research delivered in an unregulated market requires a negotiation of the price, which should be informed by the full cost, but will also include considerations of the value to the customer (and to the provider), the level of competition, timing, and so on.

Teaming agreements

Teaming agreements are used to establish Contractor Teams whereby a potential prime contractor agrees with one or more other companies to have them act as subcontractors under a specified acquisition program. This allows the companies to complement III.each other's capabilities and it offers the sponsor the best combination of expertise.

Teaming arrangements are normally formed before the submission of the proposal and should be fully explained in the proposal.
